Wasps and hornets are both family Vespidae (remember that climb in the Black Hills?), but they might have significantly different behaviors, depending on which type you are dealing with. Your photo looks like a bald-faced hornet. They will sting the crap out of you for almost no reason at all. Paper wasps (polistine) are much less aggressive. I think that might be the wasps we see in the fall at Taylors Falls and other locations.
I use a thick baking powder sludge when the children or I get stung. It seems to work well.
