Depends on local customs. This guy took a lot of draws off a few routes others were working at Smith Rocks. (My hunch is, he knew exactly what he was doing. I’ve been to areas where I’ve seen lots of draws left on bolts. My assumption: that’s what people do in that area and they should be left alone. I’ve seen a single draw or a single ‘biner left on routes. My assumption: those were leaver ‘biners. Probably fair game.)
